Callisto

The unruly cities of Callisto are perhaps one of the wilder places to live in the 'Verse. Think Ganymede, except 10 times the corporate influence. Callisto's corporations never quite got the message about sharing and cooperation, and many of its inhabitants live in a perpetual state of work.
That's not to say Callisto doesn't have its artisans, quite the contrary. Perhaps as an escape, perhaps as a sign of rebelliousness, Callisto's street culture is stronger than all other moons. The major urban centers are difficult to navigate, and I've heard there's a general distrust of authority in many burbs.

As Ganymede re-aligns its vision of community, it will be interesting to see how Callisto's centers of power react. Perhaps they will see the value in an interconnected society, or perhaps they will clamp down harder. One thing is for certain however; the downtrodden should never be underestimated.
